党的二十大报告指出：“必须坚持人才是第一资源、创新是第一动力，要坚持教育优先发展，全面提高人才自主培养质量，着力造就拔尖创新人才”。高等院校是人才培养的主要阵地。以黑龙江地区高校学生为调查对象，运用有序Logistic回归模型探究创业意愿、个体特质及创业环境对创业准备行为的影响。研究发现：创业意愿(个体对创业感兴趣的程度、执著程度、5年内创业的可能程度、将来创业的可能程度)、个体特质(主观规范、知觉行为控制)及创业环境(学校、政府、社会组织)均对大学生创业准备行为产生正向影响。基于此，本研究提出相关建议、促进大学生创业。

The 20th National Congress of the Communist Party of China pointed out that "talent must be the primary resource and innovation the primary driving force;education should be given priority,and the quality of talent cultivation must be comprehensively improved to foster outstanding innovative talents." Higher education institutions are the main battlegrounds for talent development.This paper investigates the impact of entrepreneurial intentions,individual characteristics,and entrepreneurial environment on entrepreneurial preparation behavior using a sequential Logistic regression model,with students from universities in Heilongjiang Province as the subjects.The study finds that the degree of interest in entrepreneurship,the level of dedication to entrepreneurship,the likelihood of starting a business within five years,and the potential for future entrepreneurship all positively influence college students' entrepreneurial preparation behavior.Individual characteristics such as subjective norms and perceived behavioral control positively affect college students' preparation behavior.In terms of the entrepreneurial environment,schools,government,and social organizations have a positive impact on college students' entrepreneurial preparation behavior.Based on these findings,this study offers relevant recommendations to promote college student entrepreneurship.
